Stellantis Brampton Plant at Risk: What Workers Should Know About Their Pensions

The Canadian auto industry was shaken this week by Stellantis’ announcement that it plans to shift Jeep Compass production from Brampton, Ontario, to Belvidere, Illinois, as part of a US$13 billion investment in its American operations. The move could put roughly 3,000 jobs at risk at the Brampton Assembly Plant.

While nothing has been formally confirmed yet in terms of plant closure or layoffs, this move sends a clear signal: even large automakers are now making decisions that may leave Canadian operations vulnerable.

When jobs are on the line, one of the first areas of uncertainty is pensions — especially for workers who depend on employer-sponsored plans for their retirement security.

The Impact Of The Canada–U.S. Trade War

The current trade tensions between the United States and Canada trace back to policies initiated under former U.S. President Donald Trump. His administration imposed a series of tariffs on Canadian steel, aluminum, and manufactured goods, citing national security and trade imbalances. These measures ignited what became known as a Canada–U.S. trade war, leading to retaliatory tariffs from Ottawa on American products such as aluminum, whiskey, and agricultural goods. While some of these tariffs were lifted or renegotiated during the 2020 U.S.–Mexico–Canada Agreement (USMCA) transition, the underlying friction never disappeared.

Now, with Trump’s renewed emphasis on domestic manufacturing and his administration’s push to bring vehicle assembly and industrial jobs back to the United States, Canada’s auto sector is once again in the crosshairs. His policy stance prioritizes reshoring production to U.S. states seen as politically strategic, creating ripple effects across the North American supply chain. For Canadian workers — particularly in Ontario’s auto corridor — these trade moves have revived deep concerns about the long-term stability of manufacturing jobs and pension security north of the border.

Pension Protections in the 2023 Unifor–Stellantis Agreement

Unifor’s 2023 collective agreement with Stellantis includes specific pension provisions.
Here are the confirmed details:

  • Defined Benefit (DB) plan members — typically those hired before September 24, 2012 — saw improvements to their pension benefit formula effective January 1, 2024.
  • A commuted-value option was introduced, allowing eligible DB plan members to take a lump-sum payout equal to the actuarial value of their pension upon termination or retirement.
  • Hybrid plan members — those hired between September 24, 2012, and September 19, 2016 — received increases to both the DB and Defined Contribution (DC) portions of their plan.
  • Defined Contribution (DC) plan members hired after September 19, 2016, will transition to the CAAT DBplus plan effective January 1, 2025. This provides a more predictable, lifetime income structure.
  • The agreement also restored credited service for certain past layoffs and included cost-of-living adjustments for retirees.

These provisions were negotiated in late 2023 and remain in effect. They are not automatically affected by production changes unless the company initiates layoffs or plant closure procedures.

What Happens to Pensions if a Layoff or Closure Occurs

If Stellantis ultimately reduces its Canadian workforce, your pension will depend on your employment status, plan type, and years of credited service.
Here are factual considerations based on federal and provincial pension law:

  1. Your accrued benefits are protected.
Pension benefits earned up to the date of termination or closure are legally vested. You cannot lose those earned amounts.
  2. If you are part of a defined-benefit plan, your pension amount is calculated based on service and earnings to the termination date. You may be given the option to:
    • Leave the money in the plan and receive a deferred monthly pension later, or
    • Transfer the commuted value (a lump-sum payout) to a locked-in retirement account or life annuity.
  3. If you are part of the CAAT DBplus plan (for post-2016 hires), your pension is portable within that plan — meaning you can continue contributing if you work for another CAAT employer, or you can defer or transfer your benefit under plan rules.
  4. If you are under a defined-contribution plan, your account balance is fully yours and can be transferred to a locked-in RRSP or similar account upon termination.
  5. Insolvency risk currently does not apply to Stellantis. The company remains financially solvent and profitable, so there is no indication of pension underfunding or wind-up at this time.
  6. If a partial or full plant closure occurs, the company would be required by Ontario’s Pension Benefits Act to provide formal notice to plan members and regulators, and to settle or transfer all accrued pension entitlements.
